Hispanic Emphasis Program

Hispanic Poster

This program was established initially by a Presidential Directive in 1970 as a Sixteen - Point Program for Spanish-Speaking Americans. It was designed to assure consideration of the needs and problems of persons of Hispanic origin in all aspects of Federal personnel management. Hispanics are persons of Mexican, Spanish, Puerto Rican, Cuban, and Central or South American or other Hispanic culture or origin, regardless of race.

The focus for the Hispanic Emphasis Program (HEP) is to ensure that Hispanic employees and well qualified applicants receive equal treatment in all aspects of employment, promotion, training and career enhancement. The HEP also assists our agency in outreach efforts to promote our services and programs to Hispanic customers.
