Subject: ECS – Threatened And Endangered Species Federal Expenditure Report - FY 2007
Purpose: To solicit annual threatened and endangered species expenditures for FY 2007.
Expiration Date: May 30, 2008.
Action Required By: May 30, 2008
The annual report on NRCS expenditures that
can be directly attributable to the protection or habitat improvement of federally listed threatened or endangered
species is again due. NRCS provides this information
by agreement to the U.S. Fish and Wildlife Service to aid in their required
reporting to Congress under the Endangered Species Act.
In order for the State Office to complete the final report due as required by National Bulletin 190-08-10, each
office will need to provide either a positive or negative report to Mike Zeman by e-mail before close of business
Friday, May 30. Please provide a response to the following questions. An estimate of hours is satisfactory, but
should be conservative.
- Did you or a staff member (position grade, not name) work with the U.S. Fish and Wildlife Service on a ‘Partners for Wildlife’ project in your county for a federal listed species? If yes, how many estimated hours (by staff member) were spent in planning and application work? If you know the species targeted in the project, please list the species.
- Did you or a staff member work on any program contracts (WHIP, EQIP, etc.) that received endangered species credit in the program’s ranking? If yes, how many estimated hours (by staff member position grade) were spent on these contracts? If you know the ranking points were only given for a state-listed T&E species, do not answer yes.
- Did you or a staff member have any conservation practices planned/installed with your technical assistance that resulted in the biologist that reviewed the T&E database (TN-CPA-25 process) reporting back to you that a federal species may be impacted? If yes, list the practice installed and the estimated number of hours spent providing the technical assistance. If the decision was reached not to install the practice, list only the estimated hours by staff member (position grade; not name) spent in the planning and verification process.
- Did you or a staff member have any conservation practices planned/installed that resulted in a visit (or telephone call) with the USFWS in Cookeville (informal consultation)? If yes, list the species and hours spent in coordination with this office.
- This question is directed at Engineers, Area and Staff Biologists, and RC&D Coordinators. Did you have any Watershed, Emergency Watershed Program, or Resource Conservation and Development work performed in streams known to contain federally listed species? If so, list the species and estimated hours by staff member (position grade) spent on this work.
Responses should be sent to Mike Zeman, State Biologist, by no later than May 30, 2008. Negative responses are required.
